Clean toilet, not-so-clean sentence

Seen in a toilet of an upscale shopping mall:

Sanitized every 2 hours for better hygiene.

Assuming the cleaners aren’t doing a particularly bad job, is it possible to sanitize for worse hygiene?

Call me a pedant, but such redundancy is more than a language issue. It reflects a lack of clarity of thought.

    1. The toilet’s very clean, actually. Ever since SARS we have this kind of notice in all public places in Hong Kong.
